Anti-fraud information and awareness material for beneficiaries

    Tackling fraud, in general, but also in the more specific context of the management of co-financed programs, is a matter of critical importance for the General Secretariat of Public Investments & NSRF (GGDE-NSRF) of the Ministry of Economy, Development and Tourism.

    The issue has been included in the provisions of the EU General Regulation 1303/2013 for the new Programming Period 2014-2020. Article 72 "General principles of the ETS" includes a provision for the prevention, detection and correction of irOrdinaryities, including fraud. In addition, according to article 125 "Duties of the Administrative Authority", the Administrative Authorities must implement effective and proportionate anti-fraud measures, taking into account the identified risks.

    In this context, the General Secretariat of Public Investments - NSRF has drawn up a National Strategy against Fraud in Structural Actions, which and has been submitted to the European Anti-Fraud Office (OLAF).

    This National Strategy is based on the axes of Prevention - Detection - Response - Continuous Improvement and includes the following objectives:

    • Promotion and establishment of an ethical culture
    • Effective cooperation between the competent national authorities
    • Effective cooperation with the competent external bodies
    • Strengthening transparency
    • Strengthening the Management and Control System (MSS) of the FP 2014-2020.

    The Strategy is specialized in specific actions per objective, which are included in an Action Plan.

    As part of this Action Plan, the Policy Statement has been formulated of Fraud in the Structural Actions of the GGDE-NSPA which underlines the zero tolerance for fraud phenomena and sets the basis for the actions to be implemented.

    Also, the e-brochure. The Prevention of Fraud in Structural Actions, which, as a communication tool, will contribute to the awareness of the staff of the Special Services and Beneficiaries of the NSRF, but also to the widespread transmission of the anti-fraud message.
